ELCHK, Integrated Service Centre for Reconciliation
Introduction
Since 2001, Youth
Enhancement Scheme has been under the subvention of Social Welfare Department
which aims to provide counselling services for teenagers who are cautioned
under Police Superintendent's Discretion and referrals from the New Territories
East district police stations. The serving districts include Sha Tin, Tai Po,
North District and Yuen Long.
Starting from1 April, 2009 ,
ELCHK has set up ‘Integrated Service Centre for Reconciliation’, a
self-financing service with an objective to promote positive conflict handling,
in particular ‘Restorative Justice’ application. We also arrange ‘Victim
Offender Mediation’, write ‘Restorative Apology Letter’ for teenagers in need
so as to restore their relationships with victims.

Service Objectives
1. To increase the awareness of the legal system of the participants.
2. To increase anti-drug awareness of the participants.
3. To build up healthy self-image of the participants.
4. To enhance their life skills and learning motivation.
5. To improve their interpersonal skills.
6. To enhance support for family members of participants.
7. To assist participants to re-integrate into the community.
8. To explore ways that can facilitate participants’ development and growth.
Target Groups
Teenagers aged 10 to 18 who have been cautioned by Police Superintendent, and are living in Sha Tin, Ma On Shan, Tai Po, North District, frontier closed areas, Yuen Long and Tin Shui Wai.
